In the EU, the youth unemployment rate decreased from 13.3% to 13% in 2021. According to Eurostat data, countries in southern Europe have the highest rates of youth unemployment, with Portugal having a rate of 15.9%, which is higher than the EU average.

In the first year of the pandemic, there were more people between the ages of 15 and 29 who were unemployed (2020). The following year, though, it dropped.

Portugal has a higher rate of youth unemployment than the national average (15.9%). Madeira has the highest rate (21.1%) among the Portuguese regions, followed by the Algarve (19.4%) and the Azores (17.2%). While it is around 15% in the other parts of the nation, the percentage is 16.1% in the Lisbon Metropolitan Area.

However, in 2021, the eastern areas of the EU had the lowest rates of youth unemployment: four in the Czech Republic (including Jihozápad, which had the lowest rate among NUTS level 2 regions at 3.7%), three in Hungary (including Budapest [4.8%]), and Wielkopolskie [4.0%] in Poland.

The EU’s youth unemployment rate was almost twice as high (13%) than the country’s overall unemployment rate (7% in 2021).
