The hub will be located in Montenegro’s capital, Podgorica, aiming to enhance cybersecurity in Western Balkan countries and foster cooperation among regional actors to combat cyber threats. This initiative aims to create a regional hub promoting advanced cybersecurity programs and training.

The WB3C will operate as an international organization with three founding members, while other Western Balkan nations will participate as members. The agreement was signed during the Berlin Process summit in Tirana, Albania, marking a step forward in strengthening regional cybersecurity.
