We are a company with 100% German partners. Our company has 2 authorized managers and they are German citizens living in Germany. Therefore, they do not have Turkish ID numbers.

We carry out business with the power of attorney in Turkey. When we wanted to apply to the Public Certification Center in order to obtain a financial seal, we could not apply without the Turkish ID number of our Managers.

Can you give us information about what we should do to get a financial seal? Can you inform us about the required documents?


Institutions that cannot apply for an online financial seal and of which authorized representatives are foreign (100% foreign partner institutions), Ordinary partnerships, Cooperatives, Funds, organized İndustrial Zone and Unlimited Liability Companies, and our taxpayers of which company information is not updated in Central Registration System (MERSIS) or who have problems even though their information is updated, must submit with the following documents to our Department (Revenue Administration, Department of Audit and Compliance Management, (33rd Department) Address:  Yeni Ziraat Mahallesi Etlik Cad. No: 16 06110 Dışkapı/ANKARA) and apply to a “financial seal” in writing.

1) Documents to be sent for financial seal application of 100% foreign partner institutions, cooperatives and funds:

  2. Notarized copy of the Trade Registry Gazette containing the Memorandum of Association (In case of a subsequent change of title, a notarized copy of the Trade Registry Gazette in which the last title announced must also be included.)
  1. Notarized copy of the company signature circular showing the person or persons authorized to sign the application on behalf of the company.

2) Documents to be sent for the application of the financial seal of ordinary partnerships:

3) Documents to be sent for the application of the financial seal of Organized Industry Zone or Unlimited Liability Companies

4. According to the companies, they can submit the notarized copy or original of Association Protocol or Memorandum of Association

4) Documents to be sent for the application of the financial seal of Association-Foundation, Commercial Enterprises

The documents must send via post to: “Gelir İdaresi Başkanlığı Ek Hizmet Binası Yeni Ziraat Mahallesi Etlik Cad. No:16 06110 Dışkapı / ANKARA”

Also, if you submit the information of the person you will determine as “Certificate Representative” who is Turkish citizen, it will be ensured that you do not encounter a problem in Public Certification Center. The responsibility of the Certificate Representative is only the person to be contacted in the delivery of the financial seal certificate. No further responsibility is required.

When the documents you submit for the application of the Financial Seal comes to our Department, your application information will be forwarded to the Public Certification Center if your documents are complete. After being processed by the Public Certification Center, it sends a barcode number and a contact address to complete your application for the financial seal to the representative that you determine. Follow the e-mail receiving from the Public Certification Center about the information on fees that you will pay for the Financial Seal.

If your Financial Seal fails, is stolen, is lost etc., it is recommended to obtain an extra Financial Seal in order to avoid suffering unanticipated circumstances.

Moreover, if more than one financial seal is requested, you can specify the number of financial seal you want in the e-mail sent to you by the Public Certification Center.
