Environmentally motivated subsidies increase in 2022 compared to 2021. For 2022 these subsidies amount to 24.3 billion Swedish krona; a 27 percent increase from 2021.
Environmentally motivated subsidies, covering transactions contributing to reduced climate and other environmental impacts as well as more efficient natural resource use, total 24.3 billion Swedish krona in 2022. This is an increase by 5.1 billion Swedish krona compared to 2021. Subsidies cover four areas: emission-reducing subsidies, energy-related subsidies, environmentally related aid and international cooperation, and resource-related subsidies.
The increase in 2022 is mainly due to increased transactions for emissions reduction, from 8.2 to 12.5 billion Swedish krona. This increase derives from different supports in the climate area and bonus for low-emission vehicles subsidies. The different supports in the climate area include investments for reduction of environmental impact of society, through the investment subsidy Klimatklivet, administered by the Swedish Environmental Protection Agency. The subsidy Klimatbonus is for new cars with low impact on the environment, administered by the Swedish Transport Agency.
The largest environmental subsidies in emission-reducing subsidies are Klimatbonus which amount to 6.9 billion Swedish krona in 2022. They have increased by 5,6 billion Swedish krona since 2018 when they were introduced. In 2022 a subsidy to support for charging infrastructure is also introduced and it amounts to ca 550 million Swedish krona.
The resource-related subsidies are the second largest category, amounting to 6.8 billion Swedish krona. Environmental improvement measures in agriculture constitute the largest part of resource-related subsidies. These include environmental benefits to farmers through the Swedish rural development program, e.g., biodiversity measures in the farmed landscape and environmentally friendly agriculture.
Environmental subsidies go primarily to companies
The subsidies, that is payments for investment and consumption, can go to different stakeholders nationally and internationally. Swedish companies, non-profit institutions, households, and other public authorities in Sweden are recipients of about 91 percent of the total in 2022. The remainder goes to international organisations and aid. Subsidies to domestic stakeholders are 22 billion Swedish krona in 2022, a 31 percent increase compared to 2021. Subsidies to international organisations and aid remain on the same level as in 2021. Subsidies to companies increase by 41 percent in 2022, as compared to 2021.
