How can a taxpayer, who is a lawyer, cancel his/her self-employment receipt for a job that was subsequently canceled and did not receive payment? Is it necessary to inform the tax office about this issue?

The self-employment receipt is the document issued after the service is performed. The receipt cannot be canceled, in order that it has not been received. There are not refund and/or cancellation of the service.
