442 billion 607 million TL was spent for social protection
Expenditure on social protection accounted for 442 billion 607 million TL in 2018 by increasing 15.7% according to the expenditure in 2017. Expenditure on social protection consisted 98.5% of payments for social protection benefits (435 billion 910 million TL). The largest expenditure on social protection benefits was the old age function with 214 billion 133 million TL followed by those related to the sickness/health care function with 121 billion 444 million TL.

The social protection expenditure accounted for 11.9 % of GDP
Expenditure on social protection accounted for 11.9% of gross domestic products (GDP) in 2018. Expenditure on social protection benefits recorded as 11.7% of GDP. When the expenditures on risks or needs were considered, the expenditure on old age function was the largest with 5.7% of GDP followed by those related to the sickness/health care function with 3.3% of GDP and survivors function with 1.4% of GDP.

Means-tested benefits represented 9% of the total social protection benefits
The largest part of the means-tested benefits was provided under the family/children function with 37.7% followed by disability with 28.1% and sickness/health care with 15.5%.
Cash benefits represented 67.3% of the total social protection benefits
The majority of the cash benefits was related to old age function 72.8% followed by survivors function 17.7% and the unemployment function with 3.4%.
Government contributions constituted 35.4% of social protection receipts
Government contributions accounted for 35.4% of social protection receipts. Social contributions by employers’ represented 30.3% and protected people social contributions constituted 26.9% of social protection receipts.
Number of pension beneficiaries accounted for 13 million 766 thousand people
While the number of pension beneficiaries (old age, survivors and disability pension) were 13 million 261 thousand in 2017, it became 13 million 766 thousand by increasing 3.8% in 2018. Number of old age and survivors pension beneficiaries reached to 12 million 913 thousand in 2018 while it was 12 million 417 thousand in 2017.
